Section 38 Lighting Design

Woodford Garden Village

Woodford Garden Village is an award-winning regeneration project transforming a 205-hectare former aerospace manufacturing site into a vibrant, sustainable new community. The development includes over 50 acres of parks, play areas, meadows and a traditional village green, together with new residential neighbourhoods, schools, community facilities and supporting infrastructure. HDS Lighting provided specialist highway lighting design services to support the creation of a safe, attractive and sustainable public realm, contributing to the successful delivery of one of the UK's flagship residential regeneration schemes.

The challenge

The scale and vision of Woodford Garden Village required a lighting solution that reflected the quality of the development whilst meeting the technical requirements of the Local Highway Authority. Working in close partnership with Redrow Homes and Stockport Metropolitan Borough Council, HDS Lighting was tasked with designing a scheme using heritage-style lighting equipment across wide tree-lined boulevards, segregated pedestrian routes and public spaces. Achieving excellent lighting uniformity with a warm 3000 K light source, whilst maintaining compliance with BS 5489 across one of the UK's largest Section 38 residential developments, presented a significant engineering challenge.

The HDS solution

HDS Lighting delivered a coordinated lighting strategy across 17 construction phases, ensuring each Section 38 agreement integrated seamlessly with the previous phase to provide a consistent lighting solution throughout the development.

Column locations were carefully optimised around property boundaries, private parking areas and cast-in foundations whilst maintaining compliance with BS 5489. As environmental requirements evolved, advanced 3D lighting calculations and masking techniques were used to demonstrate effective control of spill light beyond the adopted highway, achieving a safe, compliant and environmentally sensitive lighting design.

The outcome

The completed development delivers an attractive, high-quality streetscape by day and a safe, efficient lighting installation by night. The scheme successfully achieved compliance with BS 5489 and ILP GN08, balancing highway safety, visual amenity and environmental protection to support the vision for Woodford Garden Village.
